If you do not have a PayPal account you can apply for one here. Note that you will need detailed company information in order to setup an account with any company that will be processing credit cards for you. Application
For websites that process credit cards on a larger scale than what is needed for something like PayPal. This would include sites like membership, ecommerce and other sites that process a certain number of transactions a year. This link will take you directly to the gateway application. Please note that you are not required to use as your credit card processor even though they do offer that option. We use the gateway as a primary gateway, if you already have a merchant account with someone then you can keep that account.

PCI Compliance
For website accepting credit cards on their website where credit card information gets transmitted. This would include website using the gateway as well as any other merchant or gateway service where credit card information is processed directly on your website.
